Excerpt from Cultures and Institutions of Natural History: Essays in the History and Philosophy of Science This volume consists mainly of papers delivered at two meetings cosponsored by the Museo Civico di Storia Naturale in Milan and the California Academy of Sciences in San Francisco. The first, on the Culture of Natural History, was held in Milan, November l4-l 6, I996. The second, on Institutions of Natural History, was held in San Francisco, October 5 - 7, 1998. (...) This text addresses the problems of complex systems in understanding natural phenomena and the behaviour of systems related to human activity, from a science and humanities perspective. It discusses molecular behaviour and structures, and offers examples of ecological and environmental modelling.

Focused on the material practices of making insect specimens, I explore how shifting concepts of potential are intricately crafted on the lab bench. Different types of time—from personal histories to imagined futures—are created and entangled as butterflies are made into specimens. Transforming a butterfly into a scientific tool does not merely transform the butterfly, I suggest, but also reciprocally folds back to transform the scientist who makes it. Based on ethnographic fieldwork with scientists in the labs and workrooms at the (...) Smithsonian National Museum of Natural History in Washington, DC and the California Academy of Sciences in San Francisco, California, I follow butterflies and moths (Lepidoptera) as they are collected, euthanized, pinned, genetically sampled for rewilding projects, such as reviving a Californian sand dune ecology, and frozen in biobanks for as-yet-unknown future uses. Through a comparative study of practices at these two sites, I examine how a butterfly can contain multiple types of potential: manifesting its inherent potential as it transforms from caterpillar to butterfly, the plasticity of the butterfly body as it is crafted into a scientific specimen, and the potential of that specimen to be used as a site for extracting genomic data. Perceptions of time, salvation, loss, and care emerge as specimens are prepared, sampled, and reimagined as solutions for recreating lost ecologies. (shrink)

On April 3, 2015, a group of prominent biologists and ethicists called for a worldwide moratorium on human genetic engineering in which the genetic modifications would be passed on to future generations. Describing themselves as “interested stakeholders,” the group held a retreat in Napa, California, in January to “initiate an informed discussion” of CRISPR/Cas9 genome engineering technology, which could enable high-precision insertion, deletion, and recoding of genes in human eggs, sperm, and embryos. The group declared that the advent of (...) a technology that makes human germ-line genetic engineering plausible makes a corollary discussion of its ethical implications urgent. Echoing this sentiment, the National Academy of Sciences and the National Academy of Medicine have announced plans to convene an international summit in fall 2015 to assess the implications of CRISPR/Cas9. Yet the notion that the advent of this particular technology is the warrant for initiating a public discussion is remarkable, and so too is the idea that the experts who have brought it into being and are putting it to use are best positioned to define the terms of the debate. The relevant ethical questions are by no means specific, let alone subsidiary, to the CRISPR/Cas9 technology. They are longstanding questions about what features of human life ought not be taken as objects of manipulation and control. They are questions about our responsibilities to our children and our children's children, where the mark of our actions will be inscribed upon their bodies and their lives. (shrink)

In February 1975, a group of leading scientists, physicians, and policymakers convened at Asilomar, California, to consider the safety of proceeding with recombinant DNA research. The excitement generated by the promise of this new technology was counterbalanced by concerns regarding dangers that might arise from it, including the potential for accidental release of genetically modified organisms into the environment. Guidelines developed at the conference to direct future research endeavors had several consequences. They permitted research to resume, bringing to an (...) end the voluntary moratorium that the National Academy of Sciences had instituted several months earlier. They also served to illustrate that the scientific community was capable of self-governance, thereby securing public trust and persuading Congress not to institute legislative restrictions. In 1933, the Prussian Academy of Sciences and Humanities was an exclusive learned society, out of touch with modern methods and funding, which had also failed to re-establish itself as a ‘centre of research’. During the Nazi regime, it was at best peripherally involved in the restructuring of German academia. While some of its members played a political role, the Academy itself retained its status as a learned society, even an academic club. The paper discusses the publications of the Royal Swedish Academy of Sciences (RSAS) as part of a wider network of publication exchange, linking learned societies, libraries, and archives. The periodicals of the RSAS went through several reorganisations between 1813 and 1903, all to some extent related to their role in publication exchange. Although subject to many of the same deliberations of commercial value and institutional prestige as the expanding book trade, publication exchange offered a means of communication for (...) institutions with widely differing financial, linguistic and scientific status, and a forum for articulating a wide range of values significant in scientific publication. In the context of publication exchange, the roles of producers and consumers, and of publishers and repositories of scientific knowledge overlap, and librarians emerge alongside editors as central actors in scientific communication. Scientific editorship should be viewed not only as a means of disseminating scientific findings to wider audiences, but as designing a product that could be used to forge institutional connections, to acquire publications, and to build collections. The case of the RSAS periodicals highlights the importance of publication, not only for the distribution of scientific knowledge, but for its acquisition. (shrink)

Over the past few years, a push to reverse the overall paltry state of science academies in the developing world has emerged as a central theme in numerous reports and has garnered the attention of a variety of organizations, including The National Academies in the United States. In particular, the establishment and maintenance of well-organized and functioning national academies of science throughout Africa is becoming an increasingly essential and crucial element of their overall prospects for development. Therefore, the purpose of (...) this article is to analyze the particular institutional traits and characteristics related to African science academies—including their small member-ships, lack of finances, little experience with policy advising, and worries about government backlash—and to argue that, because of these factors, these institutions must work to find suitable activities that will allow them to leverage whatever resources they do have to become effective policy advisors for government. Summary In the wake of the French Revolution, the newly founded First Class of the Institute in Paris was able to make major contributions, not only to science but also to medicine. Unfortunately, the latter has hardly been appreciated. These medical contributions may be summarized as being: (1) through the interests of two of its sections, (2) through patronage and, in particular, its exceptional encouragement of one young man, François Magendie, (3) through the Montyon legacy, (4) through its implicit recognition (...) of pharmacy and pharmacology. Special attention is given to the relationship of the official body of science with Magendie, the founder of experimental physiology, through a detailed study of the minutes of the meetings of the First Class (renamed the Academy of Sciences after 1816). Whereas one might have expected medical institutions to have played a significant part in the development of the medical sciences, it was the Academy of Sciences which played a leading role. Given that the practices and institutions of knowledge production commonly referred to as ‘science’ are believed to have ‘Western’ origins, their apparent proliferation entails negotiations and power dynamics that shape both science and diplomacy in specific locales. This paper investigates a facet of this co-production of science and diplomacy in the emergence of knowledge infrastructure in Japan during the Allied Occupation. It focuses on the 1947 delegation from the United States National Academy of Sciences to Japan and its (...) role in creating the Science Council of Japan (SCJ). While historians view this mission as having been dispatched to provide advice on the foundation of the SCJ, it was in fact an unintentional outcome. The original plan was to recruit long-term scientific advisers on science policy to Douglas MacArthur's headquarters. The creation of the SCJ was not the brainchild of any individual but the result of an unforeseen alteration of the original idea through negotiations among various actors. By examining the transnational aspects of this process and the complex social process underlying it, and drawing on Manuel DeLanda's assemblage theory, this paper proposes the concept of ‘techno-diplomatic assemblage’ for understanding the transnational construction of knowledge infrastructure such as the emergence of the SCJ. Based on some materials from the A.V. Florovsky's Foundation in the Archive of the Russian Academy of Sciences, the author of the article reconstructs a little-known page from the history of academic and philosophical life of the Russian migr, that is the history of the Philosophical Society at the Russian Free University in the 1930s-1940s, including during the Nazi occupation of Czechoslovakia. It is justified that the reconstruction of the history of Russian philosophical institutions can set a new (...) research perspective that allows us to consider the history of Russian philosophy as a process of formation and development of institutionalized forms of production, reproduction and translation of philosophical knowledge, which would allow to create a new historical and philosophical cross-section of Russian thought, complementing traditional approaches to the historiography of Russian philosophy. The article reveals new aspects of the scientific activity of N.O. Lossky and I.I. Lapshin, who played a key role in the work of the Philosophical Society. In addition, the analysis of archival materials made it possible to identify and reconstruct new facts from the creative biography of such thinkers of Russian emigration as S.L. Frank, E.V. Spektorsky, B.P. Vysheslavtsev, G.V. Florovsky. Russian Free University's Philosophical Society report for 1941 is given as an appendix to the article, as well as the reconstruction of the problems of the circle for the study of the Russian national idea. It is concluded that scientific and philosophical activity at the RSU was carried out through an extensive network of scientific societies, associations, circles and seminars, which allowed developing a wide variety of issues - aesthetics, the history of Russian and Western philosophy, philosophical problems of Russian literature and history, the Russian national idea. The article is devoted to the 100th anniversary of the Institute of Philosophy of the Russian Academy of Sciences (IPhRAS), held in 2021. The purpose of the article is to give an overview of IPhRAS's contribution to the study of Aristotle's ethics within the framework of domestic Aristotelian studies, to note the main works of IPhRAS employees in this field. The material of the article is aimed not only at summing up the results to a significant date, but (...) can be used as an auxiliary reference point in the domestic research literature by all those interested in the ethics of Aristotle. The article examines the articles and monographs of IPhRAS employees, makes brief descriptions of the most significant ideas expressed in them, analyzes the general process of development of Aristotle's ethics research in IPhRAS. The result of the conducted research is the identification of two directions in the study of Aristotle's ethics by IPhRAS employees – philosophical-theoretical and historical-philosophical. Within the framework of the first direction, two types are also distinguished: those aimed at the theoretical reconstruction of Aristotle's teaching on morality itself and those that turn to Aristotle's works in search of modern significant concepts. The second direction is represented by translation work, structural and comparative analysis of Aristotle's texts in order to reproduce them as accurately as possible and clarify individual concepts and statements. The main conclusion of the study is the statement that IPhRAS has not yet developed a holistic school in the approach to the study of Aristotle's ethics, and also that the two discovered areas of research are being implemented separately from each other. However, in both directions, researchers proceed largely from the analysis of the philosophical language of the Stagirite, which makes not only historical and philosophical works significant for philosophical and theoretical ones, but also vice versa. Also, despite a relatively short history, the study of Aristotle's ethics at IPhRAS has a systematic nature, all generations of employees are involved in it, which promises its further successful development. William Whewell (1794–1866), polymathic Victorian scientist, philosopher, historian, and educator, was one of the great neologists of the nineteenth century. Although Whewell's name is little remembered today except by professional historians and philosophers of science, researchers in many scientific fields work each day in a world that Whewell named. "Miocene" and "Pliocene," "uniformitarian" and "catastrophist," "anode" and "cathode," even the word "scientist" itself—all of these were Whewell coinages. Whewell is particularly important to students of the historical sciences for another (...) word he coined, one that was unfortunately not as successful as many of his others because it is difficult to pronounce. This word, "palaetiology," was the name Whewell gave to the class of sciences that are concerned with historical causation: the class we might today refer to as historical sciences. Although the disciplines Whewell included under the heading of palaetiology might seem to cut across conventional academic boundaries of his day and ours—his exemplary palaetiological sciences were geology and comparative philology—all these fields may be examined together, Whewell argued, because of their common interest in reconstructing the past. ¶ This paper is an essay in the palaetiological sciences, dedicated to Whewell on the bicentennial of his birth, an essay that examines some of the principles, maxims, and rules of procedure that these sciences have all in common. Its first purpose is to demonstrate the continuing validity of Whewell's classification of these sciences through a study of historical representation in three different palaetiological fields: systematics, historical linguistics, and textual transmission. Its second purpose is to continue the development of an extended analogy between historical representation and cartographic representation that I began in an earlier paper (O'Hara, 1993, Systematic Biology), an analogy that makes especially clear the common representational practices that are found throughout palaetiology. B a c k g r o u n d. According to the genre characteristics, the article is a form of publicizing analytical conclusions from the experience of research in the field of the philosophical Chinese studies at the National Academy of Sciences of Ukraine from 1991 to the present day. The material for understanding was supplied from the environment of scientific professional activity of prominent figures of Ukrainian philosophical Sinology from the H. Skovoroda Institute of Philosophy of (...) the NAS of Ukraine and the A. Krymskyi Institute of Oriental Studies of the NAS of Ukraine. The scientific achievements of academic Sinologists, who are leading researchers of Chinese philosophical education, science and culture from the archaic to modern times, are highlighted. They are, namely: V. Kiktenko, V. Pyrohiv, V. Hamianin, S. Kapranov, Y. Hobova and A. Usyk. M e t h o d s. The article uses an analytical approach based on the study of historical and philosophical sources. The methodological basis of the research is the main methods of historical and philosophical science: problem-categorical analysis, socio-cultural analysis and biographical analysis. At the same time, the methods of situational and contextual analysis of scientific texts are applied. R e s u l t s. Four conditional thematic vectors of the progress of academic philosophical Sinology in modern Ukraine are classified, namely the study of: 1. the history of ancient Chinese philosophy, especially Confucianism; 2. the history of Chinese philosophy in the 19th – early 21st centuries; 3) the history of Ukrainian Sinology in the 18th – early 21st centuries; 4. the history of modern foreign Sinology. The director of the A. Krymskyi Institute of Oriental Studies of the NAS of Ukraine and the head of the Ukrainian Association of Sinologists V. Kiktenko very effectively studies all these vectors, especially the last three of them. His colleagues at the institute V. Pyrohiv, V. Hamianin and Y. Hobova mainly research the first of these vectors, and primarily the history of Confucianism. Employees of the H. Skovoroda Institute of Philosophy of the NAS of Ukraine S. Kapranov and A. Usyk are also focused scientific attention on the history of Confucianism, in particular, the second of them studies social ethics and anthropology of Confucius. C o n c l u s i o n s. As a result it was established that modern domestic philosophical academic Sinology is a qualitatively new and innovative direction of Oriental studies in independent Ukraine. This discipline was formed as a result of the two-century progress of Ukrainian Chinese studies from the era of Hetmanshina until now. V. Kiktenko and his colleagues have made a significant and already internationally recognized contribution to the study of both the classical philosophical schools of Ancient China and their ideological heirs, in particular, the leaders of the PRC and the CCP from Deng Xiaoping to Xi Jinping during these thirty years. V. Kiktenko also laid the foundations for the study both of the history of Ukrainian Chinese studies and of modern foreign, primarily Western European and North American, Sinology. (shrink)

The report is based on an analysis of the work of the Fachhochschule des Mittelstands in Bielefeld.

The ArgumentThe Chinese Academy of Sciences, founded in 1949 – the same year as the People's Republic of China – has attempted to use science to speed up technological, economic, and defense-related development, as well as the entire process of modernization. At' the same time, political structures on the development of science have hampered scientific output and kept it to a level that was far below what might have been expected from the creative potential of China's scientists.Early in (...) this century, when modern science was brought to China by foreign missionaries and by scientists and students returning from abroad, only a few people in the country were engaged in scientific research. In 1928 and 1929, two state-run comprehensive research establishments were founded: the Academia Sinica, consisting mainly of scientists who had studied in the United States, and the Peking Academy, consisting mainly of European-trained scientists. Two decades later, a month after the proclamation of the People's Republic of China, a single national scientific research body was founded: the Chinese Academy of Sciences. This article will review the contribution and status of the CAS, its successes and its failures in the ensuing forty years. (shrink)

1995 became decisive for Ukrainian religious studies in its breakthrough in the world arena. About the Ukrainian Association of Religious Studies learned in many countries. She has been in contact with well-known international religious scholarships, for example, the Society for the Scientific Study of Religion, the International Academy for Freedom of Religion and Belief, the International Association of History the International Association for the History of Religions, the New York Academy of Sciences, and others.

The German Revolution of November 1918 dramatically altered the Academy’s view of its relationship with government. In particular, the Academy’s Prussian tradition had to be rethought. From initial wariness to grudging acceptance, the Academy came to accept the Weimar regime. This paper studies the politics of the Academy, uncovers factions and fault lines amongst its members, and offers a fresh interpretation on the Academy’s relationship with Albert Einstein.

Existence of state-supported academies of science is a distinctive feature of the fundamental-science organization in Ukraine. Their research staff is divided into two groups: (i) personal members (academicians and corresponding members) and the rest of the researchers. First-group members have numerous economic and status privileges. It is officially purported that personal members are scientifically qualified than their colleagues. We analyzed this hypothesis on the basis of international indicators of the scientifi c activity (numbers of publications in the international peer-reviewed journals (...) and citations in them). The indicators testify that there are no distinctions between representatives of both groups being of the same age and qualifi cation. A conclusion is made that the lifelong privileges of the first group are ill-founded. (shrink)

One of the most accurate definitions of language is that the language is the voice through which people express their purpose, it is a tool for communication, understanding and interaction between people, and this is a phenomenon that reflects human knowledge and culture. At the same time, it is a powerful factor that animates people and helps them to develop and thrive. The beauty of the language is reflected in examples of poetry and prose (...) of folk literature. It is one of the most famous and widely spoken languages in the world. Arabic is the language of science and culture and helps to transmit religious, scientific and literary knowledge throughout history. There is no doubt that Arabic literature emphasizes the beauty of the Arabic language from preIslamic times to the present day. Arabic literature attracts the attention of the whole world, both ancient and modern. One of the countries where the Arabic language and its literature is taught is Azerbaijan. There are universities and institutes that contain faculties of Arabic literature and its departments. One of the scientific institutions that study the Arabic literature is the Institute of Oriental Studies named after Ziya Bunyadov of the National Academy of Sciences of Azerbaijan. It should be noted that the most important results of scientific research and books of the Institute are used in educational institutions within the country and abroad. (shrink)

The article emphasizes the cultural and educational importance of H. Skovoroda Institute of Philosophy for the spiritual development of the Ukrainian society, especially in the direction of democracy and establishment of the worldview culture as a requirement for the culture of freedom. From the position of the included observer the author of the article describes some episodes of relationship in the scientist’s communities which can be defined as justice and solidary community. On the basis of the Heidegerian scheme, some dangers (...) are analyzed as demands addressed to philosophical thinking. This scheme is used by structuring of the article. The metaphoric of these dangers indicates the contextual problems which are important for producing of philosophical ideas. The experience of the Institute of Philosophy gained by solving of problems is very remarkable for the fulfillment of philosophical studies and educational practices especially by mentoring of the postgraduate students. The fact of naming the Institute after H. Skovoroda is regarded as a symbolic act with a great creative potential and energy which can be used for reviving of national traditions of philosophical thinking. The role of lyric in activating of philosophical ideas is showed. The symbiotic coexisting of the poetry, art, journalism and philosophy is one of the original features of the Skovorodian tradition caring by the well-known representatives of the Institute. All these characteristics joined with the civic culture, which was demonstrated by all generations of the Institute, allow defining it as a metaphysical place with the ability both to follow on the road of the way of light and to represent it on the landscapes of philosophical science and education. The history of the Institute, especially, in the period of its post-totalitarian transformations, gives the opportunity of taking comparison with the Institute for Social Research Frankfurt. The civic courage of the Ukrainian intellectual elites was always initiated, supported and generated by philosophers gathering in Institute of Philosophy. (shrink)

ArgumentThis article offers a social history of the “Galois Affair,” which arose in 1831 when the French Academy of Sciences decided to reject a paper presented by an aspiring mathematician, Évariste Galois. In order to historicize the meaning of Galois's work at the time he tried to earn recognition for his research on the algebraic solution of equations, this paper explores two interrelated questions. First, it analyzes scholarly algebraic practices and the way mathematicians were trained in the nineteenth (...) century to reconstruct the scientific meaning of Galois's research. By emphasizing the historically contingent nature of scientific debates, the paper argues that to historicize the work of a mathematician, we must historicize the scientific world as well. The second part of this article goes further to seek a fresh perspective on Galois's short career by analyzing the cultural, social, and institutional dynamics that governed how the mathematical community came to recognize an aspiring mathematician as one of its own.
